云南省初中学生英语听力口语考试方案发布

为贯彻《中共中央 国务院关于深化教育教学改革全面提高义务教育质量的意见》精神，落实《云南省教育厅关于进一步深化高中阶段学校考试招生制度改革的实施意见》（云教发〔2019〕113号），根据《义务教育英语课程标准》，制定本方案。

一、考试对象

考试对象为我省义务教育阶段九年级学生，从2020年秋季入学的七年级学生开始实施。

二、考试内容及分值

根据国家发布的《义务教育英语课程标准》和《义务教育课程设置实验方案》确定考试内容，考试由听力和口语两个部分组成，各占15分，满分30分。

（一）听力部分

听力试题主要考查学生对语言材料的理解和反应能力，题型包括听句子或对话选择答案（图片）。

（二）口语部分

口语试题主要考查学生的日常交际和言语表达能力，题型包括朗读单词和句子、日常对话、情景问答。

具体题型和分值详见《云南省初中学生英语听力口语考试题型及分值分布表》（附件）。

三、考试方式

考试在计算机上完成。听力部分，考生根据计算机播放的试题内容，按要求选择答案；口语部分，采取“人机对话”方式，考生根据要求朗读、回答提问，计算机自动录音。听力和口语均由计算机自动评分。

四、考试时间

从2023年开始，每年3—5月举行考试，考生按照预约时间参加考试，每个考生最多可预约3次考试，每次考试时间为30分钟。

五、考试组织

（一）考试命题

省教育厅统一命题和制定评分标准。

（二）考试报名

已报名参加初中学生学业水平考试的考生，考前根据自身情况按照学校（考点）考试计划预约报名，进行现场确认后参加考试。

（三）考试实施

1．考试工作由各州、市、县、区教育体育局负责统筹组织，各初中学校（考点）具体负责实施。

2．学校（考点）根据全省统一安排，结合考场和设备情况，以及报考人数制定考试计划。

3．每个考场每场考试均须安排监考人员和系统操作员，有直系亲属参加当次考试的人员不得参与考务工作。

六、成绩认定

（一）考试成绩以实际得分呈现，多次参加考试的考生，取最高分计入初中学业水平考试英语科目总成绩。

（二）考生对考试成绩有异议的，可在成绩公布后7天内，向考点提出书面复查申请，逾期不受理。

（三）因听力、视力、言语障碍等身体残疾原因不能正常参加考试的学生，可凭第二代及以上《中华人民共和国残疾人证》向所在学校提出免考书面申请，经县级教育行政部门审核批准可免试，其英语科目成绩按“笔试成绩×英语科目总分值（100）/笔试部分总分值（70）”进行认定。

七、保障措施

（一）各级教育行政部门和学校要加强领导，建立健全考试安全防范体系，强化考试必要的设施设备和场地建设，保障考试顺利实施，确保考试安全。

（二）考点原则上设置在考生就读的初中学校。各考点要充分利用现有场所和设备进行升级改造，考场环境及硬件设施须符合考试有关要求。

（三）各地各校要切实严肃考风考纪，严格考生入场身份认证和安检，考场内安装视频监控，确保全方位、无死角录像，严防替考舞弊。

（四）考生首次参加考试，报名费从学校生均公用经费中列支，第2、3次考试报名费由考生按照有关规定缴纳。

市教育考试院今日（4月28日）透露，2021年上海市初中学业水平考试英语听力试运转将于5月13日上午9:00-9:25（8:55-9:00为试音时间）进行。

2021年上海市初中学业水平考试英语听力试运转收听频率为上海人民广播电台长三角之声FM（调频）89.9兆赫，AM（中波）792千赫。

英语听力试运转由各学校组织，市教育考试院请考生提前做好准备工作，准时收听。
